The Ulamas (scholars) had differed concerning restitution of missed fasting by the pregnant and nursing Woman or breastfeeding woman. 

Some have followed the teachings of Abdullah Ibn Umar, Abdullah Ibn Abbas, may Allah be pleased with them and Ishaq Ibn Rahawaih. They are of the opinion that the pregnant or nursing Woman would not restitute but should feed the needy in lieu of missed fasting.

Their evidence for this opinion is based on the statement of Allah, the Most High in Surah Baqarah verse 184: "...And for those who can do it (with difficulty), a compensation: food (enough to feed) a destitute person"

They went further to say that this verse includes the elderly who cannot fast, the pregnant and nursing mother. 

Shiekh Albania said, regarding the opinion of Abdullah Ibn Abbas and Abdullah Ibn Umar (may Allah be pleased with them) that no one among the companions of Allah's Messenger differ with them on this issue, so it can be regarded as a consensus of the companions.

But the majority of the scholars are of the opinion that pregnant and nursing mother are in the class of the sick. They should therefore, restitute missed days. This is the opinion of Ibn Taimiyah, Imam Malik, Ibn Baz among others.
