Two Witnesses Required to Sight New Moon Before Ending Fast
As for ending the fast at the completion of Ramadan, two people must testify to having sighted the new moon of Shawwal for the fast to end.
The evidence is in the Hadith of Abdulrahman Ibn Zaid Ibn al-Khattab, who said in the sermon he delivered to the people on the day of uncertainty, he said, "Listen, I was in the company of the companions of Allah's Messenger (SAW) and I have asked them about this, and they told me Verily, Allah's Messenger (SAW) had said," Fast when it is sighted ( the new moon of Ramadan) and break your fast when it is sighted (the new moon of Shawwal). And do your rituals of worship (the activities of Hajj and Eid al-Adha) when you see it.
If it is hidden from your view, then complete the month thirty days. If two witnesses testified (to having sighted the new moon), then fast or break your fast as the case may be.
