The Edo State Government has disclosed that the 2026 Appropriation Bill presented to the State House of Assembly by Governor Monday Okpebholo is deliberately structured to fast-track infrastructure development, expand employment opportunities, and strengthen social services across the state.
The Commissioner for Finance, Engr. Emmanuel Okoebor, stated this while briefing journalists on the highlights of the proposed budget, explaining that the fiscal plan is aligned with the Governor’s SHINE Agenda, which prioritises Security, Healthcare, Infrastructure, Natural Resources and Agriculture, and Education.
According to Okoebor, the 2026 budget represents a shift from routine expenditure planning to impact-driven public finance, designed to address structural challenges and promote inclusive economic growth.
He said infrastructure received the largest share of the budget, with ₦420.62 billion allocated to the sector, out of which over ₦305 billion is dedicated to road construction and rehabilitation across the state. The Commissioner noted that Governor Okpebholo considers road infrastructure critical to economic growth, as it improves access to markets, healthcare, education, and facilitates the movement of goods and people, especially in rural communities.
Okoebor also disclosed that the agriculture sector was allocated ₦68 billion, reflecting the administration’s commitment to food security, job creation, and rural development. He added that the funding includes support for livestock development through a dedicated ministry, providing a structured approach to preventing farmer–herder conflicts while strengthening agricultural value chains.
On education and healthcare, the Finance Commissioner said the budget makes provision for the recruitment of teachers and health workers, as well as continued investment in schools and healthcare facilities, aimed at addressing manpower shortages and improving service delivery statewide.
He further revealed that ₦116.46 billion has been earmarked for job creation programmes, with employment expected to be generated through infrastructure projects, agriculture, and expanded government activities. In addition, ₦8.9 billion has been allocated to social welfare programmes targeting women, youths, children, and other vulnerable groups to promote inclusive growth.
Speaking on governance and accountability, Okoebor said the administration has strengthened oversight through improved procurement processes, the adoption of e-procurement systems, regular publication of budget implementation reports, and the activation of the Project Monitoring Unit.
He concluded that Governor Okpebholo’s decision to name the 2026 Appropriation Bill the “Budget of Hope and Growth” underscores the government’s commitment to delivering tangible results, including completed road projects, job creation, improved schools, and expanded healthcare services across Edo State.
