Fasting is not obligatory upon the child. It is not also obligatory upon the insane.
Evidence is base on the statement of the messenger of Allah (may peace be upon him), who said: "The pen is lifted off three people, (that is to say, nothing is written for or against them): The child until he matures; the one who is asleep until he wakes up; and the insane until he regains his sanity"
This Hadith is in Sahih Jami'u al-Saghir (3513).
