The Proper Time for the Du'a of Breaking Fast

Supplications of breaking the fast should be done immediately after breaking the fast and not before it. This is because, delaying the fast break and engaging in supplications is contrary to the Sunnah. It is desirable to break the fast as soon as possible.
Evidence is in a Hadith narrated by Abdullah Bin Umar (may Allah be pleased with him) that Allah's Messenger (SAW) used to say after breaking the fast: "Gone is the thirst and the arteries are wetted and Allah willing, the reward is certain.
This is a Hassan Hadith if it's various chains of narration are taken into account. Sheikh Albani has also authenticated it in his Annotation of the book of Sunan Abu Dawud, 2066.
After reciting this supplication, a person should then pray for his needs in this world and in the Hereafter, because, this is an hour when supplications are granted. One should endeavour to make a lot of supplications to Allah.
