Fasting is NOT obligatory on the non-Muslim. He will not be required to restitute the missed fast upon conversion to Islam. 


It is not also obligatory on the CHILD who had not attained the age of puberty. But they may be encouraged to fast so as to restrain and teach them as it was practiced by the righteous people before us.


Fasting is not also obligatory on the insane person. 


Allah's Messenger (SAW) said, "The pen is lifted off three people, which means, nothing is written for or against them: the child until he matures; the one who is asleep until he wakes up and the insane until he regains his sanity" This Hadith is in Sahih Jami'u al-Saghir (3513).
