On what basis is the fasting of Ramadan obligatory?

Surah Baqarah, verse 183-184. Allah says: "O you who believe! Fasting has been prescribed for you as it was prescribed for those before you, so that you might (learn to) fear Allah. For a few numbered days ....."
This is a command by Allah. The Messenger of Allah, Muhammad (SAW) also command us in a narration where he said: "Fast when you see the new moon. And break the fast when you see the new moon (Shawwal).
Yaa Allah, grant us everlasting blessings of Ramadan.
